Jemes Fairbourn is the only overseas referee for the inter club sevens, he is a English born ,now attached to the UAE rugby referees and ended this UAE season as the number 5 ranked. He is the only overseas referee who accepted the invitation this time. Four overseas referees were invited together with Jemes Fairbourn, the other three had said not in a mood to come due to the problems over here.

Aaquil Jamaldeen, Isuru Perera, Kelum Sandaruwan and Jemes Fairbourn and on the second day Ishan Abeyakoon, Dium Deshana, Rohan Ferrnandop, Aaquil Jamaldeen , Isuru Perera, Kelum Sandaruwan, Hasantha Weeranga, Gihan Yatawara and Jemes Fairbourn . A referee have a pivotal role to play in the development of officiating.
